More than 35 people from Armenia, Azerbaijan, Byelorussia, Kazakhstan, Tajikistan and Ukraine gained an understanding of local self-government (LSG) as a factor for in democratic transformations during an online discussion at IATP centers on March 12. Nasriddin Aslitdinov, director of the Public Information Center on Laws and Human Rights, delivered a presentation on the development of LSG in Tajikistan and led a discussion on the issue in other Eurasian countries. Aslitdinov answered a range of questions from participants, touching on division of powers between national and local governments, citizen participation in government, and legal assistance provided by local governments.

political campaigns
ECA alumni and young people learned Internet use in political campaigns. On March 16, the IATP Training Laboratory in Chisinau, Moldova, in collaboration with the National Democratic Institute for International Affairs in Moldova (NDI) sponsored a seminar entitled, "Political Campaigns on the Internet" for 14 ECA alumni and university students. NDI Program Officer Mark Dann and NDI employee Lucia Aprodu started the seminar by describing the experience of Internet use in political campaigns in the US.

College educators developed their curricula thanks to newly-obtained computer and Internet skills gained in the course of a workshop led by an alumnus. On March 28, Abdimitalip Tashmatov (JFDP 06) led a six-hour seminar dedicated to online educational resources and curricular development for six instructors of Talas State University (TSU) at the IATP center in Talas, Kyrgyzstan.
